Jacob Moss specializes in policy matters in both the Legislature and the Administration as well as regulatory policy matters at agencies and departments ranging from the California Public Utilities Commission (CPUC) to the California Air Resources Board (CARB) to the Governor’s Office of Business & Economic Development (GO-Biz).
Jacob began his political career as legislative staff for Senator Mark Leno, (D-San Francisco). While working for Senator Leno, the Chairman of the Senate Budget Committee, Jacob developed an expertise in energy and environmental policy and in the budget process.
In 2016 Jacob left the Capitol to join California Advisors, LLC as an associate lobbyist where he developed expertise in air quality and renewable energy policy. Then, in 2018, he joined Pacific Policy Group (PPG) as a principal with the expectation that his renewable energy experience can be utilized to further the PPG mission to maximize the potential of the intersection between business and government to fight climate change.
Currently, in addition to his position at PPG, Jacob sits on the board of the electrical contracting company he founded in 2005. Jacob’s business experience, combined with his time working for the state Legislature, gives him a unique appreciation of the challenges encountered by his firm’s clientele as they navigate the myriad issues facing businesses small and large in California’s tough regulatory environment.
Jacob has demonstrated the ability to achieve tangible results for his clients. Recently, for example, he helped to secure over $700 million in funding to improve air quality for communities near highways and freight distribution facilities. He also successfully shepherded legislation that clarified and strengthened the photovoltaic solar property tax exemption, and he successfully negotiated legislation that enhanced the ability of regulators to more quickly stop the release of toxic contaminants into residential neighborhoods.
He is a graduate of California State University, Sacramento with a B.A. in Political Science.
